Summary
The Finance Manager works under the supervision of the Director of Finance & Administrative Services and is responsible for performing the full range of professional accounting, financial and auditing duties utilizing generally accepted accounting principles for governmental agencies. Incumbent will have strong accounting, audit and financial reporting experience, detail oriented, and have demonstrated the ability to work collaboratively with others.

Job Description
The Finance Manager will supervise and analyze the everyday financial activities of Monterey Bay Community Power (MBCP). The role will provide financial reports and interpret financial information, assist in payroll preparation, advise on investment activities, assist in the planning and development of MBCP’s budget and audits, draft financial related staff reports and other presentation material for the Board and its Committees, conduct reviews and evaluations for cost-reduction opportunities, and perform other related duties as assigned. 

The role will interact internally with all the departments and externally with the outsourced accounting service provider, insurance and banking vendors, and consultants. 

Supervisory Responsibilities
This position has oversight responsibility for the external accounting service provider. No supervisory responsibilities are anticipated at this time, but the role could evolve to include some staff supervisory responsibilities over time.

Duties and Responsibilities:

Perform professional-level work in areas such as: annual budget and 5-year financial plan, daily rolling cashflow forecast, bi-monthly payroll, financial planning and analysis, reporting, credit negotiations and agreements, independent audits, management and policy analysis, and internal control 
Oversee the procure-to-pay process for both power supply and non-power supply invoices to ensure timely payment and compliance with the purchasing and procurement policies and procedures 
Work closely with the external accounting service provider to ensure accurate and timely financial reporting and maintain vendor contract compliance schedule by monitoring the payments vs. contracted budget to avoid overpayment
Prepare staff reports through research and analysis; may make oral presentations to the Board of Directors and staff
Collaborate with the Energy Programs team to build and maintain financial models to determine the viability of new energy programs 
Review, prepare, interpret and apply business and financial policies and procedures
Identify and drive process improvements. Increase productivity by developing automated reporting tools
Maintain accurate financial records and files
Provide operational support for the Finance area as assigned

Knowledge, Skills and Abilities

Minimum Qualifications -

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Experience/Education/Certifications/Technical Skills
Bachelor’s degree in accounting, finance, economics, or a closely related field, required
3+ years of progressively responsible experience in financial accounting, required 
2+ years of audit experience (Big 4 or regional public accounting firm preferred), required
Advanced Excel and financial modeling skills, required 
License as a Certified Public Accountant (CPA), preferred
Experience in renewable energy or utility industry preferred 
Microsoft SQL Server Management Studio, preferred

Willingness to 

Work occasional afterhours or on weekends

Knowledge of

MBCP’s mission, vision, and goals
Data and statistical analyses methodologies
Principles and practices of modern public financial services including program planning, implementation and evaluation; budget development, analysis, and controls; banking and credit services
State and federal laws, regulations and case law pertaining to California local government financial responsibilities and related practices
Regulatory agencies, including the California Public Utilities Commission
Community Choice Aggregation (CCA) purpose and functions

Ability to

Licenses/Certificates

Requirement: Possession and continued maintenance of a valid class C California driver’s license, automobile insurance, and a safe driving record.  A DMV report may be required.  


Additional Information

Location and Compensation

MBCP is located in Monterey, California.  Employees are expected to work from the Corporate office. Compensation for this position is industry competitive and commensurate with experience, with a cap of $156,000. A full benefits package is also offered as part of salaried employment.
