Job Description

The Program Manager is responsible for the Jibe Express bus service including service development, marketing and evaluation. This position spearheads new and ongoing relationships, programs and benefits with North Natomas retail and office businesses in support of the strategic mission surrounding transportation mode shift strategies and behavior change. This includes creating and managing short and long-term goals, and ensuring projects, programs and events are delivered on-time, within budget and in a high-quality manner. The Program Manager will report to the Executive Director.

Duties and Responsibilities:

• Manages the Jibe Express commuter bus service including planning, scheduling, marketing, and evaluating Jibe’s contracted service operator while staying within budget constraints

• Motivates and keeps excellent working relationships with contracted service operator’s staff and drivers

• Critically analyzes and synthesizes Jibe Express ridership and budget data; reports regularly on said items to ED, Board of Directors and contracted service operator

• Creates, develops and implements marketing campaigns to increase ridership and to improve rider’s experience

• Evaluates current ridership data to assess direction of capacity needs and improvements to service

• Provides primary customer service to all Jibe Express riders and residents seeking to navigate the transit system

• Collaborates and advocates with Sacramento Regional Transit on increased transit service, transit shelter placements, route performance, mobile ticketing, Connect Card, and more

• Collaborates with other transit professionals to create transit routes and timetables

• Establishes scope of business program and pioneers its start by creating, managing, promoting, marketing and delivering new program to North Natomas businesses which will include commute behavior change strategies, events and campaigns that optimize employee’s transportation behaviors

• Creates, organizes and maintains the current database of business contacts and builds relationships surrounding their transportation interests and needs

• Collaborates with diverse industries to provide transportation services that fit their specific needs

• Designs, develops and implements marketing campaigns within those businesses to promote single vehicle trip reduction strategies, whether it be transit, bike, walk or carpool

• Surveys and critically analyzes employee participation data, gauges success and implements changes where needed


Knowledge, Skills and Abilities

Qualifications -

• Bachelor’s degree required and five years of experience in transportation demand management, transit, marketing, sales, community building and/or public relations related fields

• Working knowledge and awareness of both traditional and social media marketing and outreach strategies. Experience implementing said strategies with successful results

• Proven experience in program and event management

• Impeccable written and verbal communication skills

• Proficiency in MS Office, Adobe, social media networks and web-based systems

• Experience in budget management

• Be comfortable with public speaking

• Be a self-starter and independent worker who also excels in a team environment

• Be interested in and have experience riding a bicycle for up to 20 miles
